Used at the end of a sentence to express a strong feeling of regret, sympathy, or frustration about a situation that did not happen or turned out poorly. The words だろう and でしょう are optional, but are commonly added before the particle に to express speculation or presumption.

Verb / い-Adjective (informal) + (だろう / でしょう) + に

Attaches to the informal plain or past tense of a verb or an い-Adjective. だろう or でしょう can be optionally inserted before に.

You must have studied a lot, but...

If you had waited a little longer it would have been cheaper, but...

な-Adjective stem / Noun + (だった) + (だろう / でしょう) + に

Attaches to the stem of a な-Adjective or directly to a Noun. For the past tense, だった is added. だろう or でしょう can optionally be placed before に.

You really liked it, but...

Note

This particle に is placed at the very end of the sentence to show the speaker's emotion, often leaving the rest of the thought unsaid. It implies an unspoken 'but' or 'even though'. でしょうに is slightly more polite than だろうに.
